Combines the allowances of several goals into one (W116). An owner has a single token allowance for Target Savings, and each approval replaces it, so one approval must cover all of the owner's goals. The amounts and periods are summed, the expiry is the latest one (with its expected time), and renewBy is the earliest one present. No network call.
