One keeper pass (E1, E5, W97, W112): scans the goals, then collects each due goal with the configured signer. The expected refusals and a fee above the ceiling are skips; any other error stops the pass.

loktin is one SDK instance, or a list of them, one per channel: each with its own account (publicKey) and signer. One account gets about one transaction into a ledger, so more channels collect more goals per ledger. A collect needs no signature but its sender's, so a channel is just another keeper account holding XLM for fees. Before the first collect, the pass checks that every channel's account exists. Each channel takes the next due goal when it is free and sends one transaction at a time. An unexpected error on any channel stops the others from taking new goals, and is the pass's failure.
